Provisional offer meaning

Can someone tell me What is the actual meaning of "Provisional offer" or "provisional acceptance? My buddy applied to Windsor for his masters and got this update today. We are not sure what that means.

A provisional offer means that you are being offered admission provided that the conditions stated on the offer letter are met. Conditions like minimum grades requirement, certain fee they want you to pay first e.t.c comes with a provisional offer.

A 'Provisional Offer' means, a temporary offer meaning you've got the place as long as you meet the conditions.

Does it say 'provisional offer' on his OUAC profile or is it in a letter/e-mail that Windsor sent?

Not sure but I will assume that it means, he got the place as long as he's met the required grades.

That's what I thought. Pretty much like conditional offer letter.

I received something like this too. I guess it means they will be sending an offer letter soon.
